Cannot locate oil filter on GM car, through the wheel well? 91 Buick Regal?

I read that the oil filter can be found under the passenger wheel well. I still can't find it. Do I need to take off the whole plastic fender over the wheel or how can I reach it?Cannot locate oil filter on GM car, through the wheel well? 91 Buick Regal?
there is a plastic access panel. You might save yourself the effort for the first time and remove the wheel, after you see it you wont have to remove the wheel anymore. The panel can usually just be pushed away, after all these years half the small plastic christmas tree clips are gone anyways.Cannot locate oil filter on GM car, through the wheel well? 91 Buick Regal?
