Can 1993 Buick Regal oil filter operate effectively on bottom of eng block like 1992 model instead of on back?

My issue is accessibility of oil filter for servicing. Did relocation to rear of engine block provide better protection? What was the purpose of the relocation?Can 1993 Buick Regal oil filter operate effectively on bottom of eng block like 1992 model instead of on back?
who knows what the engineers are thinking when they design cars, but the location of the filter does not have anything to do with its efficiency. the oil is picked up from the bottom of the oil pan, then to the oil pump, then the oil is pushed through the oil filter at normal opperating system pressure (30-60psi). they just put the filter where it fits. some engineers are smarter than others.Can 1993 Buick Regal oil filter operate effectively on bottom of eng block like 1992 model instead of on back?
Could have been clearance, who knows, this is the same engine right? the filter works the same way, gm has built in bypass valves, so a oil filter without one is better... but one with can be used. Just don't use fram oil filters.
