if your very careful try poking a screwdriver through it and turning it but only tap the screwdriver lightly when you poke it through or you'll damage the treads
Get a long chisel and a hammer. Go slow so you do not damage you engine and put the chisel on the base of the filter and try to spin it off that way. I have done it before and it works. GOOD LUCK!!!!

Using a very sharp chisel, tap against the crimped roll on the base of the filter every 2 or 3 inches around, causing some ';teeth';. Use a strap wrench on those teeth for traction. If you can not get the strap that far down on the filter, you will need to use a large more dull chisel in the teeth marks you made to drive the filter. If you use a sharp chisel to drive the filter off, it will just cut through it.
When you get it fixed, go have a long talk with whomever put that blue glue on your filter.
